Is the NYPD saying multiple officers are serial killers?

The cops are human and subject to getting street-o-gittis from years of cleaning the street. However, certain bully aggresive "type A" personality are the first to subcribe to police assignments. New York, in particualr has a higher crime rate due to its population density.
