Can i use my drivers permit ?

i just recently moved to p.a about 5 months ago and lost my newyork license the only thing i have now is my newyork permit, can i still use that to change my license to p.a ? or that wouldnt work ? i mean they are the same the only thing diffrent that it says permit that all .. and it doesnt make sense paying another 60 dollars to get another newyork license just so p.a can punch a hole rite after - please help
