Yes. But only because Al Gore is in cahoots with Chinese scientists, offering them millions if they can (and quite possibly, are able to) control weather conditions to artificially create hurricanes. The Chinese have already been able to produce thunderstorms; creating conditions favorable to the formation of a hurricane shouldn't be that difficult. This way, he can return to the scene and force government support for more bogus "global warming" legislation.
