Where is the best place to view dolphins in the Atlantic City area without going on a boat?

We went on a Boat cruise last year in Cape May. This year we are on a budget and want to be able to view them from the shore. Are there any areas(bays, etc) where they frequent within a 45-60 minute drive of Atlantic City. I understnad that they may be a distance out in the water, but we just can't dish out the cash. We did a Whale Watching ferry last year and were on the boat for 4 hours which is way to long for kids. We did get to see some dolphins, but don't want to waste a whole day. Thanks in advance..
