Why is the Obama administration really requiring a chip be added to all cell phones?

Wow, I can't believe the gall of this administration. I'm sure with the chip and software they will be able to track you and probably see who you are texting and who you are talking to. I see this as a gross violation of our right to privacy. Unbelievable.
