Help me find this movie please?

Okay iremember the girl looking hispanic, she wore her hair with a bang in the front and a ponytail in the back with gold hoops and in the movie she wore like a navy blue sweatsuit. I remember the movie being somewhat about her and her overprotective dad ithink they lived uptown like in newyork, she had an accent. And she had this hispanic looking boyfriend they broke up and he wrote her a letter and she ripped it then later put it together and had his friend call him and ask about her. Her overprotective dad never let her be with or around him, but he was looking for her one day and he saw them together, got out of the car and beat him with his belt i think on the sidewalk. It looked a little low budgeted and the movie ended kind of weird. but the boy was on a bike. please helpppppp ive been looking for this movie and i cant find it!
